There are four ways to get construction workers onto a Singapore site: hire them directly onto your own quota, take them on contract from a manpower supplier, subcontract the work package, or bring in project hires for a fixed period. Which one fits depends on how long you need them, whether you have quota headroom, and how much admin you want to carry.

Hire directly. You sponsor the work pass, you carry the quota and levy, you handle housing, insurance and repatriation. Makes sense for core crew you expect to keep for years. The constraint is quota headroom and the admin that comes with every pass.
Take workers from a manpower supplier. The worker stays on the supplier’s payroll and pass and works on your site under your supervision. You pay a rate per worker. Makes sense when the need is project-length, when your quota is full, or when the trade mix changes month to month.
Subcontract the package. You hand over a scope — the formwork, the M&E rough-in — and the subcontractor brings his own men and his own supervision. Makes sense when the scope is clean and separable.
Project hires. Short, fixed-duration hiring for a peak, a shutdown or a handover push.
Most main contractors use two or three of these at once. The question is rarely which one — it is which one for which part of the crew.
| Direct hire | Manpower supply | |
|---|---|---|
| Who holds the work pass | You | The supplier |
| Who carries quota and levy | You | The supplier |
| Housing, insurance, repatriation | You | The supplier |
| Lead time | Longer — pass application and clearance | Shorter — workers already in Singapore |
| If the project ends early | You carry the worker | Deployment ends |
| If a worker does not work out | Your problem to solve | Replacement requested from the supplier |
| Cost shape | Lower rate, higher admin and risk | Higher rate, admin carried by the supplier |
A supplier who answers all eight in writing is one you can plan around. One who answers only on price is not.
